Vladimir Dmitrievich Tsygankov was born in Moscow. He graduated from Odessa Electrotechnical Institute of Communications (OEIC) with a degree in Radio Engineering. He worked at the PRIMM in Penza from 1959 to 1979. He participated under the guidance of the Chief Designer of URAL-type mainframes B.I.
